Executive Authority In use, it is the branch of government responsible for implementing the policies and rules laid down by the legislature.[1][2][3]

Thus, it includes in its membership the head of government (the prime minister, the chancellor, or the president of the republic in presidential systems). And the colleagues of that president from among the ministers, the permanent or politically appointed political administration, and departments such as the police and the armed forces.

The leaders of democratic governments rule with the consent of their citizens. Such leaders derive their power not because they control armies or economic wealth, but because they respect the limits imposed on them by the electorate in free and fair elections.

  • Citizens in a democratic society, through free elections, grant powers to their leaders as defined by law. Power is divided in constitutional democracy so that the legislative authority enacts laws, the executive authority implements and implements them, and the judicial authority operates independently.
  • Democratic leaders are not elected dictators or “presidents for life.” They serve for fixed terms and accept the results of free elections, even if that means losing control of the government.
  • Executive power in constitutional democracies is generally defined in three ways: by a system of checks and balances that separates the executive, legislative, and judicial powers of the national government, by federalism that divides powers between the national government and between state and local governments, and by the existence of constitutional guarantees of basic rights.
  • Executive power at the national level is determined by the constitutional power vested in the legislature and by an independent judiciary.
  • Executive power in modern democracies is generally organized in one of two ways: parliamentary or presidential.
  • The majority party in the legislative power in the parliamentary system constitutes the executive branch of government headed by a prime minister.
  • There is no total distinction between the legislative and executive powers in a parliamentary system, as the prime minister and members of the cabinet are drawn from parliament. In such systems, political opposition is the main means of limiting or controlling the power of the executive branch.
  • In a presidential system, the president is elected separately from the members of the legislature.
  • The president and the legislature in the presidential system have their own power bases and political constituencies, so that each checks and balances the other.
  • Democratic countries do not require their governments to be weak, but rather to be limited. Thus, democracies may be slow to reach agreement on national issues, but when they do, their leaders act with great authority and confidence.
  • Leaders in a democracy act at all times within the rule of law that defines and limits their authority.
